Officials in Puerto Rico have been saying for months that they are prepared should another hurricane strike their island, even one as big as Hurricane Maria, which made landfall with devastating fury last fall.

But on Tuesday afternoon, an attorney for Puerto Rico's government admitted in a San Juan courtroom that, in fact, the island's emergency management agency does not yet have a document outlining a hurricane-specific response plan.

The outer rain bands of Hurricane Florence were beginning to be felt in North Carolina, according to the National Hurricane Center, as the Category 2 storm, with sustained winds of 110 mph and the likelihood of "life-threatening storm surge and rainfall," ranged closer to a landfall.

The lull lasted more than a decade. A major storm hadn’t made landfall in South Florida since the 2004-2005 double-hitter of Hurricanes Wilma and Katrina.

That record ended this past September when Hurricane Irma rocked the region and much of the Caribbean.

The Category 5 storm first made landfall in Barbuda with maximum winds of nearly 180 mph. The hurricane then ripped through St. Martin, the British and U.S. Virgin Islands, Turks and Caicos, the Bahamas and Cuba.

Colorado State Meteorologists Forecast Above-Average Hurricane Season

The initial Atlantic seasonal hurricane forecast released Thursday by Colorado State University calls for a slightly above average 2018 hurricane season, with 14 named storms and seven hurricanes, three of them major storms.

Data confirms what many South Floridians might have guessed: the alarming impact of Hurricane Harvey in August likely motivated people to prepare early for Hurricane Irma last month. And that meant spending a lot of money. Think of it as plywood and Pop Tart spending.

Meteorologists, emergency preparedness officials and members of the media from the Miami-Fort Lauderdale area gathered on Thursday to discuss how to communicate best with the public--and each other--when severe weather is approaching.

May 7 through 13th is Hurricane Preparedness Week and the state’s largest utility is urging customers to take it seriously.

Pinellas County emergency officials face some major challenges evacuating about a dozen barrier islands before a hurricane hits. But Pinellas County Sheriff Bob Gualtieri says that, in many cases, the trip back after a storm is actually more stressful.

"People, rightfully so, don't know what has happened to their homes and to their properties and their livelihood and their business, they want to get out there and they want to get out there now to assess the damage and try to get their lives back together again," he said.

  Forecasters from Colorado State University say warmer than normal water will likely mean a less active Atlantic Hurricane season this year. Phil Klotzbach is the university’s lead author on seasonal forecasts.

When a hurricane is approaching, everyone needs to have a plan in place. When you have medical needs, that preparation becomes even more critical.

Dr. Theo Sai is the chief medical officer for senior products for Humana in Central Florida.  He's also lived through several hurricanes.  

“I remember the worst one for me was in the Bahamas, where I was on the first floor and it was a pretty bad hurricane, and Nassau typically floods a lot,” Said said.

When he offers advice on preparing for hurricanes, it comes from his own experience.

One year ago Tuesday, Hurricane Sandy bore down on the East Coast, devastating shoreline communities from Florida to Maine.

Many of these areas have been rebuilt, including the Long Beach boardwalk, about 30 miles outside New York City. Officials held a ribbon-cutting ceremony for the new boardwalk Friday.

Ninety percent of the funding for the restoration came from the federal government. The Federal Emergency Management Agency paid $44 million to repair the devastation.

Back in May, several independent forecast groups predicted an especially active Atlantic hurricane season this year. But with August drawing to a close, we've yet to see a single one.

Do you take any prescription medications? Do you rely on oxygen, a respirator or other medical devices that require electricity? If so, you have a few extra steps to take to get ready for a hurricane. 

Dr. Scott Latimer, the senior products president for Humana in Central Florida, said you should have a hurricane preparation kit, something that's small and easy to grab on the way out if you need to evacuate. If you take a daily prescription medication, you need to have an extra supply in that kit. 

Hillsborough County Gears Up for Hurricane Season

The National Atmospheric and Oceanic Administration has released their predictions for the upcoming hurricane season.  They say 2013 will most likely be an above average hurricane season with a possible 20 named storms.

To get ready, Hillsborough County Emergency Management officials held a pre-hurricane media day Friday to explain changes to the county's emergency management plan.
